Grant Description: The Energy Efficiency and Conservation Block Grant Program (EECBG) was authorized in Title V, Subtitle E of the Energy Independence and Security Act (EISA), signed into Public Law 110-140 on December 19, 2007. The program provides financial and technical assistance to help state and local governments create and implement a variety of energy efficiency and conservation projects. The program's objectives are:
* To reduce fossil fuel emissions created as a result of activities within the jurisdictions of eligible entities;
* To reduce the total energy use of the eligible entities; and
* To improve energy efficiency in the transportation, building, and other sectors.
Project Description: Hidalgo County will use the grant for the following projects:
Energy Efficiency and Conservation Strategy - Hidalgo County will develop the first Energy Efficiency and Conservation Strategy which will identify methods of reducing energy consumption and promoting environmentally friendly practices in Hidalgo County.
In-House Recycling Program - The Hidalgo County Recycling Program will be implemented in county facilities to promote material conservation.
Commuter Rail Feasibility Study - Hidalgo County will conduct a feasibility study for the development of a passenger rail system connecting employment centers and major destinations throughout Hidalgo County.
Solar Panel Retrofits - Hidalgo County Precincts 1 and 3 will retrofit existing multi-purpose facilities with solar panels. LED lights - Precinct 3 will replace lights in the Administration Building with LED lights. LED Lights at Sunset Park. 24 LED lights will be placed at Sunset Park around the entire walking trail and basketball court to ensure needed lighting is provided in the most efficient manner.
Green Building - Hidalgo County Precinct 2 has begun construction of a new government facility that will be a high performance building and will incorporate solar and wind energy. Solar Powered Generators - Hidalgo County will purchase solar powered generators to decrease reliance on gasoline generators.
