OLYMPIA, Wash. -- State regulators are seeking comments on a proposal to change the threshold requirements for determining whether a water company falls under their jurisdiction.
The Washington Utilities and Transportation Commission currently regulates 72 investor-owned water companies statewide that serve 100 or more customers or have average annual revenue of more than $471 per customer.
In April, MacKaye Water Co., Inc., filed a petition requesting the UTC amend its rules to include under its jurisdiction only those companies with 100 or more customers or average annual revenue per customer of $557 or more. Currently unregulated, MacKaye provides water to 55 customers on the south end of Lopez Island in San Juan County.
State law gives the UTC jurisdiction over private water companies with average annual revenue of $300 per customer, but allows the UTC to increase the threshold amount annually to reflect the rate of inflation.
